MINUTES <br />PLANNING COMMISSION <br />JUNE 10, 1993 <br />tree which has been raised, and indicated that if the <br />tree is blocking the semi -fore, there would be grounds <br />for removal as a traffic hazard. The Planner suggested <br />that MN DOT be contacted on this issue. <br />The Planner pointed out that Mr. Vogt is proposing to <br />relocate the sign slightly, and pointed out that the <br />sign ordinance allows one additional foot of height for <br />each three feet of additional setback. <br />Ms. Drabik recommended denial of the application of Gas <br />N Go Superette for sign height variance based on the <br />findings of the City Planner as contained in his report <br />dated June 7, 1993, and requesting that Public Works <br />contact MN DOT to pursue removal of the tree in front <br />of the Klein property on Rice Street since it is <br />believed that this tree is a traffic hazard. <br />Motion seconded by Keis. <br />Motion carried 5 - 2. Carson and Knudsen voted <br />against. <br />AMENDMENT Mr. Louie Rustad, R & S Automotive, appeared before the <br />TO PUD Commission requesting approval of an amendment to PUD <br />R & S to allow for the expansion of an existing building as <br />AUTOMOTIVE well as allow a change in the current parking plan for <br />the property at 38 West Woodlyn Avenue. Rustad <br />reported that R & S would like to put an addition on to <br />the south end of their existing repair shop. It is <br />also hoped that City sewer could be brought in to serve <br />the building. The closest sewer is either in front of <br />Fuel Economy and may require a pump station or would <br />have to be brought in across private property from <br />South Owasso Blvd. <br />Keis asked about site improvements to the property. <br />The City Planner reported that landscaping requirements <br />are minimal and the existing landscaping in the front <br />of the property would be acceptable. The ordinance <br />requires no landscaping in the back of a property, <br />however, under a PUD the City would have the ability to <br />increase the requirements. The Planner pointed out the <br />sketch his office prepared for the site, which is a <br />recommendation for site plan requirements. <br />Keis asked if the City had to worry about the back of <br />the property. <br />Rustad pointed out that the back is screened, and that <br />R & S has been phasing out the used auto parts <br />operation, which is currently down to a minimum. <br />Page 5 <br />
