MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2013 <br />RESOLUTION NO. 2013 -9 -164 — ELIMINATING THE NO PARKING <br />DESIGNATION AND AUTHORIZING STAFF TO REMOVE THE <br />NO PARKING SIGNS THAT EXIST ON ONE SIDE OF THE <br />STREET ON TWIN LAKE ROAD <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CANADIAN The Council discussed the fact that railroad traffic on the Canadian <br />PACIFIC Pacific Railway appears to be more frequent as well as much louder. <br />RAILWAY It was noted that the City has received a number of complaints about this <br />issue. The Public Works Superintendent reported that due to one incident, <br />rail traffic was diverted through the area causing an increase in traffic for a <br />very short time. However, it appears that the problem with noise has <br />continued. The Superintendent indicated that he would contact the <br />railroad to set up a meeting to determine what is happening. <br />The City Administrator pointed out that there are Federal Laws relative to <br />improvements that must be made by cities should they establish quiet <br />zones for rail lines. These improvements are very costly at approximately <br />$600,000 per crossing upgrade. <br />The Superintendent reported that he would update the Council on the <br />results of the meeting with the railway. The Administrator also suggested <br />that an article be included in a future newsletter updating the general <br />public as well. <br />VETERANS' The Administrator reported that the Veterans' Memorial Committee has <br />MEMORIAL requested that Round Lake Park be renamed to Veterans' Memorial Park <br />PARK given this is the future site of the Veterans' Memorial. While the park was <br />never officially named, Round Lake Park, it is recommended that the <br />Council take official action to rename it Veterans' Memorial Park. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -165 — OFFICIALLY RENAMING <br />ROUND LAKE PARKAS VETERANS' MEMORIAL PARK <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0).
