MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2013 <br />CONSENT <br />AGENDA <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -159 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVING THE VOUCHERS; <br />*APPROVINGA PARTIAL PAY REQUEST FOR FPI PAVING FOR <br />LITTLE CANADA ROAD IMPROVEMENT; <br />*APPROVINGA PARTIAL PAY REQUEST FOR FRATTALONE <br />COMPANIES FOR 2013 IMPROVEMENTS; <br />*APPROVINGA TEMPORARY LIQUOR LICENSE FOR ST. <br />JOHN'S PARISH ANNIVERSARY CELEBRATION /SPAGHETTI <br />DINNER FOR SATURDAY, OCTOBER 5, 2013 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />2014 The City Administrator reported that the Council reviewed the proposed <br />PRELIMINARY 2014 Preliminary Budget in a workshop prior to this evening's Council <br />BUDGET meeting. He indicated that the proposal for the Preliminary Budget is for a <br />Gross Levy increase of 3 %, which results in a Net Levy increase of <br />1.84 %. The Administrator reported that the Preliminary 2014 Budget levy <br />amounts would be as follows: <br />General Fund $2,435,573 <br />Debt Levy $81,520 <br />Fire Equipment Fund $120,091 <br />Infrastructure Fund $157 200 <br />Total $2,794,384 <br />The City Administrator noted that the Preliminary Budget as proposed <br />utilizes a higher dependence on Local Government Aid (LGA). If the <br />level of LGA dependence was maintained from the 2013 Budget, the <br />Gross Levy increase would have been 4.21 %. <br />The Council indicated their support of the 3% Gross Levy increase for the <br />2014 Preliminary Budget and indicated the goal to try to reduce that <br />amount between now and adoption of the final budget. It was pointed out <br />that the City can certify a final budget at a lower amount, but cannot <br />3 <br />
