additional street lighting and existing drainage issues throughout the project streets.
• Staff held an informational meeting on January 14, 2013 for the residents on Eldridge
Avenue and Burr Street (proposed project additions) to discuss the proposed pavement
rehabilitation on these streets. Staff mailed out the invitation to 16 property owners. Four
residents attended the meeting. The majority of the conversation revolved around the
current condition of the street, drainage issues in the street section, and rain gardens.
• A letter was sent to residents on January 22, 2013 detailing a revised layout, depicted in
Exhibit 5, that removed sidewalks from all streets except for Arkwright Street, DeSoto
Street, and McMenemy Street. The revised design met the intent of the Living Streets
policy while reflecting the feedback received at the first neighborhood meeting. Staff asked
the residents to provide feedback via an attached comment sheet. Of the 40 responses
received, all but two were opposed to sidewalks. Staff subsequently received a petition
from 8 properties along DeSoto Street in opposition to the sidewalk proposed along their
street as part of the revised layout.
• Staff held an informational meeting on February 19, 2013 for the residents on County
Road B between Mississippi Street and Edgerton Street to discuss the 5 -foot wide
concrete sidewalk (proposed project addition) along the south side of this road. Staff
mailed out an invitation to 45 property owners. Approximately 20 residents attended the
meeting. The majority of the conversation revolved around how the sidewalks would fit into
the existing boulevard, maintenance responsibilities, and how the sidewalk would be
financed. Opinions were provided both in favor and in opposition to the proposed sidewalk.
• Staff held an informational meeting on February 21, 2013 for residents in the project area
at the Maplewood Community Center. This meeting was held to further discuss the revised
design presented via the letter sent on January 22, 2013. Approximately 35 residents
attended the meeting. Nearly all residents in attendance were opposed to the construction
of any sidewalks in the neighborhood. The most prominent reasons cited were the fact that
this neighborhood is isolated and not a "through neighborhood." They stated that the only
residents likely to use the sidewalks are residents living within the neighborhood. They felt
the streets are safe enough for walking at their current width (28 -foot average). Three
residents spoke strongly in favor of the proposed sidewalks citing concerns over safety for
children in the neighborhood. Concern was also raised by a couple of residents regarding
the proposed closure of the Sunrise Drive access to Edgerton Street.
• A letter was sent to area residents the week of April 1, 2013 detailing the final feasibility
layout, as depicted in Exhibit 6. The final layout removed sidewalks from all project streets
except for Arkwright Street. This letter also included information regarding the assessment
rates based on the special benefits appraisal.
3
13
