MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -175 — ADOPTING THE CREDIT CARD <br />AND CHARGE CARD POLICY AS RECOMMENDED BY THE <br />CITY'S FINANCE DIRECTOR AND CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />COMMISSION The City Clerk noted that at the direction of the Council, surrounding <br />ORDINANCE cities were surveyed regarding a number of issues relative to the <br />REVIEW management of their commissions. Based on those survey results, City <br />staff drafted proposed ordinance amendments for the Parks & Recreation <br />Commission and the Planning Commission. The two Commissions <br />reviewed the ordinance draft and came to a consensus on the various <br />issues. The Clerk presented each significant issue for the Council's <br />consideration as follows: <br />Establishment of Commission — The Clerk noted the number of <br />Commission members as exists in the current ordinances and the fact that <br />each Commission has consisted of seven members for a number of years. <br />It was the recommendation of the Planning Commission that this language <br />be drafted to read "up to seven (7) members..." in the event that from <br />time -to -time there is a vacancy. The Council agreed. <br />Interview Process — The Clerk noted that the Commissions agreed with <br />the interview process as proposed, except that the Parks & Rec <br />Commission felt the Parks & Rec Director should be added to the <br />interview team. The consensus of the Council was that the interview team <br />should be comprised of the Mayor and up to one Council Member, or in <br />lieu of the Mayor up to two Council Members to conduct Commission <br />interviews. Additionally, the Council consensus was that the Chair or <br />Vice Chair of the respective Commission should be part of the interview <br />team as well as the City Administrator in the case of the Planning <br />Commission and the Parks & Recreation Director in the case of the Parks <br />& Recreation Commission. <br />Term of Office /Number of Terms /Vacancies — The Clerk reported that <br />both Commissions reviewed the issue of term limits with the consensus <br />being in support for a term limit of 3 consecutive three -year terms. The <br />Council noted the discussion that occurred at each Commission meeting <br />and the fact that there was majority support for term limits, not unanimous <br />support. The Council consensus was for term limits for both Commissions <br />10 <br />
