MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />PINETREE <br />POND <br />DEVELOPMENT <br />AGREEMENT <br />CREDIT <br />CARD POLICY <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -174 — CALLING AN ASSESSMENT <br />HEARING FOR LITTLE CANADA ROAD IMPROVEMENT NO. <br />2012 -06 FOR WEDNESDAY, OCTOBER 16, 2013, AT 7:00 P.M. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator requested that the Pinetree Pond Development <br />Agreement be tabled until the next Council meeting. Council agreed. <br />The development agreement will be reviewed at the October 9, 2013 <br />Council meeting. <br />The City Administrator reviewed the proposed Credit Card and Charge <br />Account Policy drafted by the Finance Director. This policy also includes <br />the credit card user agreement for employees authorized to use credit cards <br />on the city's behalf. He noted that there are several reasons that staff feels <br />it is now more efficient to utilize the use of a credit card for City <br />purchases rather than continuing the current method of dealing with <br />vendor credit. These include: <br />*Improved efficiencies in not having to open credit accounts at <br />multiple vendors; <br />*Ability to use different vendors to help achieve better pricing; <br />*Use of City credit cards will ensure the City is able to take <br />advantage of the sales tax exemption that will be back in play <br />commencing in 2014. <br />Blesener asked about personal usage of the City's credit card as well as <br />expense review. The Administrator noted that there will be no personal <br />usage of the credit card allowed. He also indicated that when the credit <br />card invoice is received by the City, there will be a number of statement <br />reviews, i.e. by the Department Head, Accountant, and Finance Director. <br />The Administrator reported that, if adopted, the Credit Card Policy will <br />become a part of the City's Financial Management Policy. <br />9 <br />
