MINUTES CITY COUNCIL SEPTEMBER 25, 2013 of 3 consecutive three -year terms. It was also the consensus of the Council that should a Commissioner reapply for a Commission after a year's vacancy, that Commissioner would be considered a candidate for the Commission and, if appointed, term limits would begin again for that individual. Removal From Office — The Clerk reported on the Commissions' discussion that the phrase "removal with or without cause ". The Council discussed removal of a Commissioner by the Council with cause and that the term "cause" is not defined. After some discussion, the Council agreed that the provision should be worded "Commission members shall be subject to removal by a majority vote of the City Council ". Chair and Vice Chair Appointments — The Council discussed the proposal that the Chair of each Commission be recommended by the Mayor and appointed by the City Council and that the Vice Chair be appointed by the Commissioners. It was noted that the Parks & Rec Commission felt both appointments should be made by the Commissioners while the Planning Commission supported the proposed change. The Council discussed this issue at some length, and the consensus was that the Mayor would recommend the Chair to the Council for appointment. The Vice Chair would be appointed by the respective Commission. There was also some discussion about a term limit for the Chair, but the Council consensus was to not impose a term limit specific for this position. Attendance Requirements — The Clerk noted that no change in attendance requirements is being proposed. However, the Parks & Recreation Commission requested clarification that a rescheduled regular meeting would be exempt from attendance requirements as it may at times be difficult to work a rescheduled meeting into a Commissioner's schedule. The Council was in support of this clarification. The Council directed that the proposed ordinances be redrafted based on this evening's discussion and submitted to the Commissions for a final review. The ordinance amendments will then be presented to the Council for adoption at their October 23rd meeting. TOBACCO The City Administrator reported that the Ramsey Tobacco Coalition is LICENSING requesting that cities review their tobacco ordinances and update them with regard to e- cigarettes and sampling or "vaping" relative to e- cigarettes. The Administrator noted that the City has a maximum number of tobacco licenses as provided in its ordinance which was determined by the number of tobacco licenses that were in effect.
