MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />of 3 consecutive three -year terms. It was also the consensus of the <br />Council that should a Commissioner reapply for a Commission after a <br />year's vacancy, that Commissioner would be considered a candidate for <br />the Commission and, if appointed, term limits would begin again for that <br />individual. <br />Removal From Office — The Clerk reported on the Commissions' <br />discussion that the phrase "removal with or without cause ". The Council <br />discussed removal of a Commissioner by the Council with cause and that <br />the term "cause" is not defined. After some discussion, the Council <br />agreed that the provision should be worded "Commission members shall <br />be subject to removal by a majority vote of the City Council ". <br />Chair and Vice Chair Appointments — The Council discussed the <br />proposal that the Chair of each Commission be recommended by the <br />Mayor and appointed by the City Council and that the Vice Chair be <br />appointed by the Commissioners. It was noted that the Parks & Rec <br />Commission felt both appointments should be made by the <br />Commissioners while the Planning Commission supported the proposed <br />change. The Council discussed this issue at some length, and the <br />consensus was that the Mayor would recommend the Chair to the Council <br />for appointment. The Vice Chair would be appointed by the respective <br />Commission. There was also some discussion about a term limit for the <br />Chair, but the Council consensus was to not impose a term limit specific <br />for this position. <br />Attendance Requirements — The Clerk noted that no change in <br />attendance requirements is being proposed. However, the Parks & <br />Recreation Commission requested clarification that a rescheduled regular <br />meeting would be exempt from attendance requirements as it may at times <br />be difficult to work a rescheduled meeting into a Commissioner's <br />schedule. The Council was in support of this clarification. <br />The Council directed that the proposed ordinances be redrafted based on <br />this evening's discussion and submitted to the Commissions for a final <br />review. The ordinance amendments will then be presented to the Council <br />for adoption at their October 23rd meeting. <br />TOBACCO The City Administrator reported that the Ramsey Tobacco Coalition is <br />LICENSING requesting that cities review their tobacco ordinances and update them <br />with regard to e- cigarettes and sampling or "vaping" relative to e- <br />cigarettes. The Administrator noted that the City has a maximum number <br />of tobacco licenses as provided in its ordinance which was determined by <br />the number of tobacco licenses that were in effect.
