MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />renewal year, two licenses were not renewed; therefore, there are two <br />licenses available at this time. In order to provide time for the City to <br />study this issue, the Administrator recommended that the tobacco <br />ordinance be amended to decrease the number of licenses from 12 to 10 <br />(the number that are currently active). The Administrator noted that the <br />City has been receiving inquiries relative to e- cigarettes and vaping <br />lounges. The Administrator reported that this issue would then be <br />forwarded to the City Attorney for his review and recommendation. City <br />staff will determine what surrounding cities are doing in this regard, as <br />well as how the City of St. Paul recently addressed the issue of hookah <br />lounges. <br />Montour introduced the following resolution and moved its adoption. <br />RESOLUTION NO. 2013 -9 -176 — AMENDING THE CITY'S <br />TOBACCO ORDINANCE DECREASING THE NUMBER OF <br />LICENSES FROM TWELVE TO TEN AS RECOMMENDED BY <br />CITY STAFF <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />3046 The City Administrator reported that the City received four quotes for <br />LABORE the abatement of hazardous materials at 3046 LaBore Road with the low <br />ROAD — quote from Dennis Environmental Operations in the amount of $3,800 <br />ABATEMENT and the high quote in the amount of $17,000. Keis expressed concern <br />QUOTATIONS with the range between high and low quote. The Administrator indicated <br />that Dennis Environmental Operations appears to be a reputable <br />contractor. Boss reported that her employer has used this firm and there <br />have been no issues of concern that she is aware of. She also noted that <br />Dennis Environmental has been in business from some time. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -177 — AWARDING THE LOW QUOTE OF <br />DENNIS ENVIRONMENTAL SERVICES IN THE AMOUNT OF <br />$3,800 FOR HAZARDOUS MATERIALS ABATEMENT AT 3046 <br />LABORE ROAD AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />12 <br />
