MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />DAN SLAIN <br />RESIGNATION <br />FROM <br />PARKS & <br />REC <br />COMMISSION <br />TERMINATION <br />OF <br />REGULATORY <br />AGREEMENT — <br />MONTREAL <br />COURTS <br />The Administrator reported that after the abatement is completed, the Fire <br />Department may be interested in conducting some training at this location. <br />Blesener noted that Ramsey County SWAT has expressed interest in doing <br />some training at the former Brings Company property. Blesener <br />suggested that notices be sent to property owners in both areas notifying <br />them of these training exercises. <br />Blesener noted Dan Slain's resignation from the Parks & Recreation <br />Commission given he is moving from Little Canada. City staff is <br />recommending that rather than advertise the vacancy at this time, that <br />the remaining year on Slain's term be filled later this year for terms <br />to commence in 2014. The Administrator felt this was the most efficient <br />way to fill the vacancy given the need for advertising and interviews and <br />the few meetings left in the year. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -178 — ACCEPTING THE RESIGNATION <br />OF DAN SLAIN FROM THE PARKS & RECREATION <br />COMMISSION AND THANKING HIM FOR HIS SERVICE ON THE <br />COMMISSION, AS WELL AS AUTHORIZING CITY STAFF TO <br />ADVERTISE THIS VACANCY ALONG WITH UPCOMING 2014 <br />VACANCIES <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that Montreal Courts is being sold and <br />the title company handling the transaction has requested that some <br />outstanding agreements recorded against the property be cleaned up. The <br />Administrator reported that back in 1997 tax exempt bonds were issued <br />for this property and these bonds have been paid -in -full. Although these <br />bonds were not an obligation of the City, they were issued under the City's <br />tax exempt status; and as a result, the City required a Regulatory <br />Agreement. Briggs and Morgan has reviewed this matter, and has <br />indicated that it is acceptable for the City to execute the Certificate of <br />Termination for the Regulatory Agreement relative to these bonds. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -179 — APPROVING THE <br />CERTIFICATION OF TERMINATION OF REGULATORY <br />13 <br />
