MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />LITTLE <br />CANADA <br />ROAD <br />IMPROVEMENT <br />assessments to Little Canada properties is higher than that of Maplewood <br />properties given the difference between the two cities in assessment <br />policies. <br />The Council discussed the annexation issue and the consensus was to <br />discuss it at the improvement hearing to determine how the impacted <br />property owners would feel about this. The City Administrator reported <br />that he could send a letter to the impacted property owners introducing the <br />issue and informing them that it would be discussed at the improvement <br />hearing. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -172 — ACCEPTING THE FEASIBILITY <br />REPORT FOR THE McMENEMY ROAD IMPROVEMENT THAT IS <br />PART OF MAPLEWOOD'S ARKWRIGHT - SUNRISE AREA <br />IMPROVEMENT, AND CALLING AN IMPROVEMENT HEARING <br />FOR WEDNESDAY, OCTOBER 16, 2013 AT 6:00 P.M. <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4) <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the cost information for the Little <br />Canada Road Improvement from I35E to Edgerton Street submitted by <br />the City Engineer. Total cost of the project is $1,605,141.26 with the <br />amount to be assessed at $272,000. Assessments are proposed to be <br />spread for ten years at a 4.5% interest rate. The Administrator also noted <br />that Ramsey County will be paying a significant portion of project costs. <br />The Administrator recommended that the assessment hearing for this <br />project be scheduled for Wednesday, October 16", at 7:00 p.m. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -173 — DECLARING COST TO BE <br />ASSESSED AND ORDERING PREPARATION OF ASSESSMENT <br />ROLL FOR LITTLE CANADA ROAD IMPROVEMENT NO. 2012 -06 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />8 <br />
