MINUTES CITY COUNCIL SEPTEMBER 25, 2013 LITTLE CANADA ROAD IMPROVEMENT assessments to Little Canada properties is higher than that of Maplewood properties given the difference between the two cities in assessment policies. The Council discussed the annexation issue and the consensus was to discuss it at the improvement hearing to determine how the impacted property owners would feel about this. The City Administrator reported that he could send a letter to the impacted property owners introducing the issue and informing them that it would be discussed at the improvement hearing. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2013 -9 -172 — ACCEPTING THE FEASIBILITY REPORT FOR THE McMENEMY ROAD IMPROVEMENT THAT IS PART OF MAPLEWOOD'S ARKWRIGHT - SUNRISE AREA IMPROVEMENT, AND CALLING AN IMPROVEMENT HEARING FOR WEDNESDAY, OCTOBER 16, 2013 AT 6:00 P.M. The foregoing resolution was duly seconded by Boss. Ayes (4) Nays (0). Resolution declared adopted. The City Administrator reviewed the cost information for the Little Canada Road Improvement from I35E to Edgerton Street submitted by the City Engineer. Total cost of the project is $1,605,141.26 with the amount to be assessed at $272,000. Assessments are proposed to be spread for ten years at a 4.5% interest rate. The Administrator also noted that Ramsey County will be paying a significant portion of project costs. The Administrator recommended that the assessment hearing for this project be scheduled for Wednesday, October 16", at 7:00 p.m. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2013 -9 -173 — DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF ASSESSMENT ROLL FOR LITTLE CANADA ROAD IMPROVEMENT NO. 2012 -06 The foregoing resolution was duly seconded by Keis. Ayes (4). Nays (0). Resolution declared adopted. 8
