purpose of providing flexibility is to gain a higher level of performance than may be <br />achieved by strictly applying ordinance standards. <br />General Parking Requirements. Section 903.050 of the ordinance requires that all <br />areas utilized for parking space accessory to commercial uses shall be paved with <br />asphalt, bituminous, modular pavers, or concrete to control dust and drainage. Surface <br />covering that permits the growth of grass or weeds is not an acceptable surfacing <br />material, even for residential properties. The ordinance also requires that all parking <br />stalls shall be marked with paint lines, surrounded by curb and gutter, and landscaped <br />in accordance with Section 903.020.G. Parking areas and access aisles must be <br />designed to the dimensional standards illustrated in Figure 903 -3 in Section 903.050. <br />Off-Site Parking. PreWire Specialists, Inc. has encountered a situation where they are <br />unable to provide sufficient vehicle parking on their site. In such cases, off -site parking <br />may be pursued via a conditional use permit (in this case, a PUD permit due to the PUD <br />zoning district) subject to the following conditions: <br />1. Off -site parking shall be developed and maintained in compliance with all <br />requirements and standards of this Ordinance. <br />Comment: This condition applies the parking lot design, surfacing and <br />landscaping standards to the off -site parking area. As noted, the applicant <br />wishes to retain the gravel surface, and avoid curb and gutter. <br />2. Reasonable public access from off - street parking facilities to the use being <br />served shall be provided. <br />Comment: Access in this case would relate to proximity of the parking area and <br />the building entry for the employees using the parking area. <br />3. The site used for meeting the off -site parking requirements of this Ordinance <br />shall be under the same ownership as the principal use being served or under <br />public ownership. <br />Comment: The property at 2962 Rice Street is in private ownership; the owner <br />has negotiated a lease agreement with PreWire Specialists for the use of the <br />property for off -site parking. This condition is not met, however, the City may <br />consider a lease to be adequate under the allowances of the PUD. <br />4. Off -site parking for multiple family dwellings shall not be located more than one <br />hundred (100) feet from any normally used entrance of the principal use served. <br />Comment: Off -site parking in this case is for commercial business employees. <br />This criterion does not apply. <br />5. Off -site parking for non - residential uses shall not be located more than three <br />hundred (300) feet from the main entrance of the principal use being served. No <br />more than one (1) main entrance shall be recognized for each principal building. <br />Comment: Direct line of measurement shows that this standard is met, <br />particularly as the off -site parking is adjacent to the existing parking area. <br />2 <br />
