Any use which depends upon off-site parking to meet the requirements of this <br />Ordinance shall maintain ownership and parking utilization of the off -site location <br />until such time as on -site parking is provided or a site in closer proximity to the <br />principal use is acquired and developed for parking. <br />Comment: When PreWire initially moved to their current location, 57 parking <br />spaces were provided. At that time, the company indicated that it owned 130 <br />vehicles, but that the majority of those vehicles would be parked at employees' <br />homes. An area was noted as available for overflow parking on the southeast <br />corner of the site; however, this area does not appear to be sufficient to provide <br />all of the parking needed for the company vehicles. As the PreWire property is <br />not large enough to accommodate all of the vehicle storage needs, off -site <br />parking will need to be acquired. <br />When the PreWire application was being discussed, the city council at that time <br />determined that deviation from strict ordinance standards may be justified as this area <br />was identified for future redevelopment and PreWire Specialists would be an <br />appropriate interim use for the area. Continued accommodation related to PreWire's <br />parking needs would allow this use to remain in the area until such time as <br />redevelopment becomes feasible. <br />The applicants notes in his materials that the area is in transition and he would like to <br />provide interim parking for PreWire Specialists on his property. The area currently <br />being used for PreWire employee parking is surfaced with gravel and located at the rear <br />(east) of the lot. Mr. Bordsen would like to be allowed to continue to provide parking <br />without improving the surfacing of the area, as this is a temporary use of the space and <br />his lot may also be redeveloped in the future. <br />SUMMARY AND RECOMMENDATIONS <br />PreWire Specialists, Inc. is in need of additional space for employee parking due to a <br />change in insurance requirements that all company vehicles be stored on -site. Mr. <br />Bordsen's property is located in close proximity to the PreWire building, and the rear of <br />the property is not being utilized for other purposes at this time. <br />Paving and curbing of parking areas is required for a variety of reasons. Pavement <br />helps avoid dust, erosion, and facilitates maintenance such as snow plowing. It further <br />provides the ability to mark the spaces, ensuring the most efficient parking usage. <br />Curbing helps manage stormwater, protects the pavement edge, and also protects the <br />perimeter landscaping from cars driving off the paved surface. <br />The options for the City include require paving and curbing, just paving, or waive all <br />requirements. <br />In recognition of the transitional nature of this area, staff recommends that the off -site <br />parking arrangement be allowed with the following conditions: <br />3 <br />
