GOAL 2 <br />RESTORE, ENHANCE <br />AND PROTECT <br />WETLANDS AND <br />COUNTRY DITCHES <br />(CREEKS) <br />GOAL 3 <br />Improve, restore and protect wetlands and creeks on <br />a watershed basis to maintain water quality, provide <br />fish and wildlife habitat, and maintain the health and <br />diversity of natural resources in the watershed. <br />O Watershed Wetlands Plan — Complete a watershed -wide wet- <br />lands plan that assesses the functions and values of wetlands and <br />develops a plan for protection, management, restoration, and miti- <br />gation based on these values. <br />0 Wetlands Protection — Protect high value wetlands and associ- <br />ated unique resources through purchase of wetlands and ease- <br />ments. <br />O Phalen Wetland Park — Support the re- creation of wetlands on <br />the former Ames Lake/Phalen Shopping Center site and connec- <br />tion of the wetlands to Phalen Regional Park and Lake. <br />O Wetland Buffers — Establish and maintain vegetated buffers <br />around wetlands based on their functions and values. <br />O Creek Enhancement — Name or rename the creeks ( "county <br />ditches ") in the watershed. Enhance and restore creeks and ri- <br />parian areas to improve water quality, habitat, and recreation. <br />PROTECT THE <br />GROUND WATER <br />RESOURCES OF THE <br />WATERSHED <br />Manage land use in the watershed to protect ground <br />water resources and local drinking water supplies. <br />▪ County Ground Water Plan — Encourage local governments to <br />support, adopt and enforce the county ground water plan (draft <br />available March, 1994) and participate in inter - community and <br />inter - county efforts to protect critical ground water areas. <br />O Inventory Potential Sources of Ground Water Contamination — <br />Conduct a comprehensive inventory of land use activities that <br />may represent a potential harm to ground water resources and <br />drinking water supplies. Adopt appropriate local regulatory and <br />non - regulatory actions to ensure existing and future sources do <br />not contaminate ground water resources. <br />• Well Inventories and Sealing — Complete inventories of local <br />wells and seal abandoned wells, with a priority in critical ground <br />water areas. <br />O Wellhead Protection — The Ramsey SWCD should work with <br />public water suppliers (cities) to develop wellhead protection pro- <br />grams based on state rules and the county ground water plan, <br />including delineation of wellhead protection areas and develop- <br />ment of management plans to prevent contamination of wells. <br />9 <br />PH,L£N CHAIN OF LAKES WATERSHED PROJECT <br />Page 36 <br />
