24 <br />mum boating speeds allowed in watershed lakes and channels <br />where needed to reduce shoreline erosion and maintain native <br />aquatic vegetation that protects shorelines. <br />CONTROL TRASH AND DEBRIS <br />O The Watershed District and cities should work with local volun- <br />teer groups to stencil all storm drains in the watershed to indicate <br />that they drain to _(name)_ Lake, Wetland or Creek. <br />0 Ramsey County the Watershed District and cities should educate <br />watershed residents on problems created by disposal of oil and <br />other pollutants through drains in the watershed, provide infor- <br />mation to residents on proper disposal of household and business <br />hazardous wastes and automobile wastes, increase opportunities <br />to dispose of hazardous wastes, and support voluntary clean up <br />events that benefit local lakes, wetlands and creeks. <br />Recycling businesses should be encouraged to leave notices of <br />upcoming opportunities to dispose of hazardous wastes and fa- <br />cility locations in household recycling bins. <br />WATER QUALITY MONITORING <br />0 The Watershed District and Ramsey County should develop a <br />system for monitoring water quality in lakes and surface waters, <br />and communicating changes in water quality that affect recre- <br />ational use and the health of biological communities to citizens, <br />local governments and agencies. <br />3 The Maplewood Nature Center should work with local schools, <br />Ramsey County, the Watershed District, lake associations and <br />citizens to develop a coordinated water quality monitoring pro- <br />gram for creeks, wetlands and lakes in the watershed. <br />ESTABLISH A MECHANISM TO FUND STORMWATER <br />PROGRAMS <br />3 The Watershed District and Cities should examine models for <br />local stormwater utilities and other mechanisms for funding <br />stormwater projects, and determine the need for such a utility or <br />other mechanism(s) to finance stormwater management improve- <br />ments, public education activities related to water quality, and <br />water quality monitoring activities. <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 47 <br />
