recommended actions <br />Goal 2 <br />ENHANCE, RESTORE <br />AND PROTECT <br />WETLANDS AND <br />COUNTY DITCHES <br />(CREEKS) <br />WATERSHED WETLANDS PLAN <br />O The Ramsey- Washington Metro Watershed District should work <br />with the Minnesota DNR, PCA, U.S. Army Corps of Engineers, <br />Board of Water and Soil Resources and others to complete a wa- <br />tershed wetlands plan. The plan should assess the functions and <br />values of wetlands, evaluate restoration potentials, and develop a <br />plan for wetland protection, restoration, management and miti- <br />gation. The natural diversity of wetlands in the watershed should <br />be considered in developing the plan. <br />The Natural Resources Board and local governments should also <br />be involved in the development of this plan, in bringing local <br />community and citizen values for wetlands to the plan, and in <br />educating local officials and citizens on the results of the plan <br />and significance of wetlands in the watershed. <br />O Cities in the watershed should participate in development of the <br />plan, in adoption of its recommendations, and in activities to <br />implement the plan. Wetland inventories and plan results should <br />be available in digitized and hard copy map formats for local <br />governments to use in plans and development reviews. <br />WETLANDS PROTECTION <br />O The Ramsey - Washington Metro Watershed District, Ramsey <br />County, and local govemments should adopt methods to perma- <br />nently protect high -value wetlands in the watershed. These may <br />include wetland purchase, easement purchase, land use regula- <br />tions, and other methods that provide permanent protection. <br />O The Watershed Natural Resources Board and Cities should en- <br />courage appropriate management of wetlands and adjacent veg- <br />etation to protect wetland quality. The Board and Cities should <br />identify owners of properties adjoining wetlands in the district <br />and encourage appropriate management of wetlands and adja- <br />cent vegetation to protect water quality. This can be accomplished <br />through hands -on demonstrations, informational materials, edu- <br />cation programs and other support. <br />Residents should consider establishing neighborhood "Wetland <br />Watch" groups to monitor wetland resources and management <br />practices. <br />O Ramsey County and local communities should consider property <br />tax credits or other incentives to encourage owners of properties <br />adjoining wetlands to utilize management practices that protect <br />wetland quality and function. <br />25 <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 48 <br />
