RAMSEY CTY MANAGER TEL :612- 266 -8039 Jun 02'94 13:17 No.008 P.02
Suburban Ramsey County City Administrators
June 2, 1994
Page 2
entire three -year period for which the urban county
qualifies, unless the excluded unit specifically elects to
be included in a succeeding year for the remainder of the
county's qualification period.
Also, according to the CPD Notice, the agreement remains in
effect until the CDBG (and HOME, where applicable) funds and
income received with respect to the three -year qualification
period (and any successive qualification periods under agree-
ments that provide for automatic renewals) are expended and
the funded activities completed. The county and
participating unit of general local government may not
terminate or withdraw from the agreement while the agreement
remains in effect.
2. How will the County's strategic planning process and HUD's
Consolidated Plan requirements impact funding allocations ?.
Under the Clinton Administration, a new rule has just been
released regarding the planning process and its relationship
to the allocation of federal funds. All entitlements and
states nationwide will be required to set community -wide
priorities and allocate funds accordingly. we would like to
Page 59
