RAMSEY CTY MANAGER TEL :612- 266 -8039 Jun 02'94 13:17 No.008 P.03
Suburban Ramsey County City Administrators
June 2, 1994
Page 3
invite those of you who are interested to actively
participate in the priority - setting process. This is
especially timely in light of our desire to review and
restructure the CDBG funding process so it is responsive to
suburban Ramsey County needs.
Furthermore, the County is engaging in a more comprehensive
planning process as required by the Home Rule Charter.
Ramsey County municipalities and other stakeholders are
expected to play a key role in the development of a county-
wide vision, strategies and operational plans. This should
provide an excellent opportunity for each of our community's
priorities to be considered in the development of a compre-
hensive strategy, particularly in such areas as housing and
economic development.
We will keep you informed as the details of the Consolidated
Plan come forward.
5. Will the County provide training?
During the past year, several suburban communities have
indicated they would be receptive to the County providing
training in the requirements for HUD community development
activities. During the preparation of the Dakota County
Consortium's Comprehensive Housing Affordability Strategy and
throughout the recent FY 94 CDBG allocation process, the need
for discussion of CDBG and HOME programs has become more
apparent. County Community and Economic Development staff
will work with representatives of suburban communities to
identify training needs and to jointly develop housing,
community and economic development learning opportunities.
Furthermore, it is our intent to offer a workshop in the
early fall that will encompass an updated explanation of the
CDBG and HOME programs, eligible activities, and the key
regulatory and compliance areas that govern the program.
This will assist communities in determining which projects
are most appropriate for these funding sources. We
anticipate that this training will reflect the deliberations
of the suburban City - County committee that will be meeting
throughout the summer to improve the CDBG allocation process
for FY 95. We will also invite our HUD representatives to
share their knowledge and expectations of the County as the
Entitlement Agency as a part of this.
Thank you for your input and continued support for this important
program. As always, we are anxious to develop ways to improve
services to our residents.
cam
Page 60
