MINUTES <br />PLANNING COMMISSION <br />MAY 12, 1994 <br />Mrs. Mason, owner of property to the east of unimproved <br />Lake Street, reported that they have no intention of <br />developing their property. <br />Davison felt that there was nothing to stop the Mason's <br />from requesting building permits for their lots <br />abutting unimproved Lake Street should the Keenan <br />request be approved. <br />DeLonais pointed out that the benefitting properties <br />would be assessed at the time that Lake Street is <br />improved. <br />Mr. Mason reported that he has no problem with Mr. <br />Keenan's request. Mason indicated that his concern is <br />with the road being improved. Mason again indicated <br />that they do not intend to develop their property and <br />do not want to be assessed for the improvement of Lake <br />Street. Mason reported that when the Lake Street <br />right -of -way was dedicated, there was already a home <br />along Keller Parkway that precluded the City from <br />getting the full 60 foot right -of -way through to Keller <br />Parkway. Mason indicated that his father platted Mason <br />Manor after the Lake Street right -of -way had been <br />dedicated. <br />Schletty suggested that the Mason property be combined <br />into one lot. Schletty felt this would eliminate the <br />concern that the Mason's will ask to develop their <br />property prior to Lake Street being improved. If the <br />Mason's choose to develop their lots, they would have <br />to have the property resubdivided. <br />DeLonais felt that Keenan could be allowed to use <br />unimproved Lake Street as a driveway until additional <br />property abutting the street is developed. At that <br />time, the City could require the street to be improved, <br />and benefitting property owners, including Keenan, <br />would be assessed. The benefitting property owners <br />would also be assessed for utility improvements which <br />would likely be extended down the street when the <br />street is improved. <br />Schletty felt that the City Engineer should make the <br />decisions on water and sewer, and whether or not Keenan <br />is required to connect to City water or allowed to put <br />in a well.
