MINUTES <br />PLANNING COMMISSION <br />APRIL 14, 1994 <br />oppose the SA proposal. Keis did not believe the issue <br />could be decided on whether or not allowing SA to <br />develop in the City will result in an existing gas <br />station /convenience store closing. <br />Schletty recommended denial of the Conditional Use <br />Permit for gas station /convenience store as requested <br />by SuperAmerica. <br />Motion seconded by Garske. <br />Motion denied - 2 voting in favor (Schletty, Garske), 3 <br />voting against (Keis, Knudsen, Davison), and 1 <br />(DeLonais) abstained. DeLonais indicated that he was <br />abstaining because he owns property in the area. <br />Knudsen recommended approval of the Conditional Use <br />Permit for gas station /convenience store as requested <br />by SuperAmerica subject to compliance with the <br />recommendations of the City Planner as contained in his <br />report dated March 4, 1994, due to the fact that the <br />traffic issue is a pre- existing condition and data <br />suggests that the development of a SuperAmerica will <br />not exacerbate conditions, due to the fact that there <br />are not other viable options presented, and the <br />SuperAmerica proposal is what the Commission has been <br />asked to evaluate. <br />Motion seconded by Keis. <br />Motion carries - 3 voting in favor (Keis, Knudsen, <br />Davison), 2 voting against (Schletty, Garske), 1 <br />abstaining (DeLonais). <br />CUP Marie Haglund appeared before the Commission asking for <br />A & W approval of a Conditional Use Permit for outdoor sales <br />and displays at the A & W property at 3006 Rice Street. <br />Haglund reported that she has sold Christmas trees at <br />the site each year, and would like to be able to sell <br />vegetables during the summer. Haglund reported that <br />vegetables would be sold from the back of a pick -up <br />truck located at the front of the site. There is <br />driveway access into and out of the site for customers, <br />and Haglund did not believe the vegetable sales would <br />interfere with the regular operation of the A & W. <br />Haglund reported that the A & W is open each day from <br />11 A.M. until 10 P.M. Vegetable sales would occur <br />10 <br />
