Air <br />ASIMINV <br />April 7, 1994 <br />Ms. Kathy Glanzer <br />Assistant City Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 -1600 <br />Dear Ms. Glanzer: <br />3535 VADNAIS CENTER DRIVE, 200 SEH CENTER, ST PAUL, MN 55110 612 490 -2000 800 325 -2055 <br />ARCHITECTURE • ENGINEERING • ENVIRONMENTAL • TRANSPORTATION <br />RE: Little Canada, Minnesota <br />SuperAmerica Site Proposal <br />Little Canada Road and Country Drive <br />SEH No. A- LITTC9401.00 <br />We have completed the traffic study of the proposed SuperAmerica development in the <br />northwest corner of Little Canada Road and Country Drive. Our review followed the work <br />outlined in our letter proposal of March 28, 1994. <br />We anticipate that the SuperAmerica station will generate a maximum of 2,500 vehicle trips per <br />day. Of this, up to 140 vehicles will utilize the site in the a.m. peak hour with approximately <br />70 inbound and 70 outbound. In the p.m. peak hour, we anticipate that there will be <br />approximately 80 vehicles inbound and 80 vehicles outbound, for a total of 160. <br />Because of the location, we anticipate that approximately 65% of the generated traffic will come <br />from traffic already on Country Drive or Little Canada Road. Our estimates further are that 15% <br />will come from traffic already on Country Drive, 40% from traffic on Little Canada Road directly <br />in front of the SuperAmerica site and 10% from traffic from the east which utilizes the <br />southbound 35E on or off ramps. Of the remaining 35 %, we anticipate that 10% will come from <br />new traffic on Country Drive and most of the remainder from the west on Little Canada Road, <br />with some coming from adjacent entrances to businesses, County Road C or Lake Shore Drive. <br />The enclosed sketch shows our ideas of the distribution of traffic at the entrances. Because of <br />some anticipated difficulties in making a left turn from SuperAmerica onto Little Canada Road, <br />we redirected much of the outbound left turn traffic to Country Drive to utilize the traffic signal <br />to access Little Canada Road. <br />Based on trip generation and the number of trips coming from traffic already on adjacent streets, <br />the most critical movements associated with the SuperAmerica site are the eastbound left turns <br />to the development and the left turns from the development onto Little Canada Road. In a p.m. <br />peak hour, it is anticipated that there will be approximately 32 eastbound left turns, or <br />approximately one every two minutes, which should not create an operational problem. <br />Outbound left turns will be minimized because of the delays which will be encountered. We <br />anticipate approximately 8 to 10 vehicles in the p.m. peak hour will attempt to turn left. Most <br />SHORT ELLIOTT <br />HENDRICKSON INC.
