MINUTES <br />PLANNING COMMISSION <br />APRIL 14, 1994 <br />exit SA via Country Drive. Crary reported that due to <br />back -ups on Country Drive during rush hour, no SA <br />traffic will be able to use that exit. Thus, all <br />traffic will move back to Little Canada Road. <br />Crary was also concerned about tank trucks backing out <br />onto Country Drive. <br />Crary was concerned that a gas spill could occur on the <br />site and would contaminate his property was well as <br />that of the St. Paul Water Department. <br />Another issue raised by Crary was that of property <br />values. He indicated that there was concerned that the <br />SA development would cause property values in the area <br />to decrease. Crary reported that his tenants are not <br />happy about the proposal. He submitted two letters <br />from tenants indicating their opposition. Crary felt <br />that the SA development would make leasing his building <br />impossible because of the added traffic problems the <br />development would bring. <br />Crary reported that if his delivery couriers are <br />delayed an extra traffic light or two to get out of <br />their property, his business will not be able to remain <br />in Little Canada and the City will lose 300 jobs. <br />Crary also reported that if it is taking employees in <br />the area an extra 5 or 10 minutes to get to and from <br />work during the A.M. and P.M. peak hours, these <br />employees will not be happy, and City businesses will <br />suffer. <br />Crary felt that the SA proposal will cause traffic <br />accidents to increase. He pointed out that the <br />Sheriff's Department has reported no traffic accidents <br />at the intersection in the past year, however, Crary <br />submitted a letter from an individual claiming to have <br />had an accident. Crary reported that he is aware of <br />another individual who was in an accident at that <br />intersection as well, and he himself was involved in <br />one. Crary felt an additional 2,200 to 2,300 turns <br />into a SA site will increase accidents dramatically. <br />DeLonais asked Crary to complete his comments since <br />there were other individuals waiting for a chance to <br />address the Commission. <br />Crary suggested that if the SA proposal is approved, <br />3 <br />
