The
site consists of approximately 6.1 acres on two parcels, the
northern of which has no frontage on any public street. The
development would consist of a 23,500 square foot building on the
south parcel, with associated parking and 75% outdoor truck trailer
storage under the I -P District standards. The applicant proposes a
rezoning to I -1, Light Industrial on the north parcel, which would
then be controlled by the Planned Unit Development to permit
accessory outdoor storage of truck trailers. However, staff suggested that variance
criteria would not permit the finding of the required hardship. As
a result, the applicant has pursued the rezoning and PUD.
Analysis
Rezoning
The northerly parcel is proposed to be rezoned from I -P to I -1
under the applicant's plan. As an independent parcel, it could be
sold separately, however the lack of street frontage makes its
development impossible without a variance and some sort of
Page 119
5775 Wayzata Blvd. Suite 555 • St. Louis Park, MN 55416 • (612) 595- 9636•Fax. 595 -9837
