provision for access. The land uses to the west and north include <br />storage yards and construction firms zoned I -1, Light Industrial. <br />To the east is the property which is being considered in the <br />Stockness proposal as storage area and the rear of the bus garage, <br />and to the south is Yorkton Industrial Park, zoned I -P. <br />An I -1 zoning designation on the northerly parcel is not <br />incompatible with the surrounding land uses. The City maintains <br />site development control under the PUD, although it would do so <br />with the lot under the I -P designation as well. However, the PUD <br />eliminates the non - conformity created by the lack of public street <br />frontage. <br />Conditional Use Permit <br />The project requires a Conditional Use Permit for the outdoor <br />storage of truck trailers on the I -P parcel. The ordinance allows <br />trailer storage, in combination with other outdoor storage, by CUP <br />equal to 75% of the floor area of the principal building. The <br />project has been designed to include outdoor trailer storage on the <br />southerly I -P parcel which falls within the 75% limitation. The <br />ordinance also requires that the area be paved and fully screened <br />from surrounding residential areas and the public right of way. <br />There are no residential areas adjoining the D &T property, however, <br />the landscaping and screening could be enhanced to more fully <br />screen the trailer storage from South Owasso Boulevard. These <br />areas are highlighted on the attached Landscaping Plan. <br />Clearly, the entire project exceeds the I -P limitation of 75 %. <br />This is the applicant's purpose in rezoning the northerly parcel to <br />I -1. The applicant has indicated that the northerly trailer <br />storage area would be developed to the I -P performance standards, <br />excepting the area restriction. <br />Planned Unit Development <br />The two properties are being developed jointly under a Planned Unit <br />Development. PUD is allowed under the zoning ordinance for <br />developments which consist of unified projects where the <br />flexibility of PUD permits a more desirable development than would <br />be possible if PUD were not used. In the present case, the <br />northerly parcel can not be developed under the City's standards <br />due to the lack of street frontage. A single buyer /developer <br />employing the Planned Unit Development concept permits the use of <br />the northerly parcel without the need for variance. In addition, <br />it permits the City to exercise control over the project by <br />requiring conditions which improve the project to meet the PUD <br />goals. <br />2 <br />Page 120 <br />
