If the City is accepting of the PUD concept in this project, <br />allowing the "increased" outdoor storage on the existing parcel, we <br />believe that the site improvements should be enhanced, particularly <br />the landscaping. The Landscape Plan shows no landscape <br />improvements on the west boundary. This area will be cut into the <br />hill, according to the site plans, and a series of retaining wall <br />is to be constructed. We would recommend landscaping of this <br />boundary to enhance the aesthetics of the site. The purpose is not <br />to screen necessarily, but rather is to work to improve the <br />appearance and standards which other storage areas in the City can <br />be expected to adhere to. Particularly in this location, the <br />surrounding storage yards are in need of significant enhancements. <br />Redevelopment on those sites should be made to meet the standards <br />which the City enforces in this application. <br />With regard to other I -P District standards, the project is in <br />compliance with parking and setback requirements, as well as the <br />building materials standards. The building will be constructed of <br />tip -up concrete panels and glass. All parking, loading, <br />circulation, and storage areas are to be paved and surrounded by <br />concrete curb, per ordinance standards. The City Fire Chief should <br />comment on the proposed fueling station which is proposed. Trash <br />handling equipment is shown contained in a gated enclosure behind <br />the building. The site is planned to drain to the north, where a <br />storage pond is proposed. The City Engineer should comment on the <br />drainage concept and final plans. <br />A final note would be utility services in the area. Utility <br />service to the Woodlyn Avenue area north of this site has often <br />been considered from this direction. The City Engineer should <br />review the proposal as to potential need for utility easements in <br />the event of future improvements. <br />Conclusion <br />The issue of the rezoning of the existing north parcel from I -P to <br />I -1 is a policy matter for the Planning Commission and City <br />Council. Staff does not believe that the rezoning would <br />necessarily be out of character with surrounding land uses, in that <br />the primary i -P land adjacent to it would be the same user under <br />the PUD. <br />If the City accepts the rezoning concept, we would recommend <br />approval of the D &T Trucking Conditional Use Permit for outdoor <br />storage of truck trailers conditioned upon additional landscaping <br />which screens the storage area from the right -of -way. <br />3 <br />Page 121 <br />
