MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />McPherson pointed out that the City can place <br />restrictions on the operation. McPherson reported that <br />Abra has facilities in West Bloomington which abut <br />residential uses. There have been no problems <br />experienced at this location. Abra facilities are <br />environmentally correct. McPherson again pointed out <br />that some Abra facilities are larger than others, and <br />the type of zoning district varies as well. The <br />facilities proposed for Little Canada is a smaller <br />sized facility designed to do minor auto repair. <br />McPherson reported that Abra is willing to work with <br />the City and comply with any reasonable request the <br />City would make. Abra would assure the City that no <br />vehicles would be parked outside overnight unless a <br />vehicle is dropped off by a customer during the <br />evening. Abra would be a good citizen in the <br />community. <br />Keis reported that he was still confused about minor <br />auto body repair versus major. <br />Knudsen did not feel the concern was the type of auto <br />body work but rather the approach of making auto body <br />more of a retail business which requires a different <br />approach to structure and location. <br />The City Planner reported that minor auto body repair <br />is defined as auto body repair for passenger <br />automobiles. <br />McPherson stated that Abra would address any concerns <br />the City had with regard to parking cars, noises, <br />odors, keeping doors closed during the day. McPherson <br />reported that the Abra facility would have a spray <br />booth which would meet strict government regulations. <br />McPherson reported that Abra has managers who visit the <br />various locations to make sure that standards are being <br />met. <br />DeLonais felt the question was whether or not the City <br />wanted to allow auto repair in the B -2 and B -3 Zoning <br />Districts. DeLonais pointed out the City's efforts to <br />upgrade Rice Street. <br />McPherson indicated that every city has these concerns, <br />but stated that Abra would be a good addition to Rice <br />Street. Abra will work with the City to resolve any <br />concerns it may have. <br />9 <br />Page 18 <br />
