MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />There was no one from the general public present <br />wishing to comment on this matter. <br />Mr. DeLonais recommended denial of the Text Amendment <br />and Conditional Use Permit as requested by Abra. <br />The motion died for lack of a second. <br />Keis felt this was a difficult issue, and wished the <br />City had completed its update of the Comp Plan. Keis <br />stated that he is torn on the issue because of the <br />quality of the development proposed by Abra and the <br />issue of the future of Rice Street. <br />Schletty asked how the City could differentiate between <br />the Abra facility and another auto body shop that might <br />request to locate on Rice Street. Schletty felt that <br />the Abra facility would be one of the better looking <br />buildings on Rice Street. <br />Knudsen pointed out that Abra is taking auto body to <br />the retail level and requires more of a retail <br />location. Knudsen did not feel major or minor auto <br />repair was the issue. <br />Garske was concerned that the text amendment proposed <br />was so loose that it would allow anyone to open an auto <br />repair business on Rice Street. <br />Schletty felt that Abra would set a precedent for the <br />structure and type of auto repair business that the <br />City would allow, and anything else would not be <br />acceptable. <br />The City Planner pointed out that the Text Amendment <br />would make auto repair a conditional use with <br />conditions that must be met and site review required. <br />Grabelson stated that he understood the concerns of the <br />Commission as well as the stereo -type that goes along <br />with auto body shops. Abra is talking about changing <br />the standards in the industry through the way their <br />operation is run and the design of their facilities. <br />Grabelson pointed out that the City can address the <br />concerns it has by placing conditions on the permit <br />that address design and operation of the facility, size <br />of the structure, parking, visual impact, screening, <br />air - conditioning, closing doors during the day.
