MINUTES <br />City Council <br />Oct. 14, 1987 <br />Centerville <br />Road Park <br />Property <br />(Cont.) <br />Fahey did not feel the impact of a parking lot for a park would be <br />different than the impact of a parking lot for an industrial building. <br />Fahey noted that the City understands the concerns of the adjacent <br />property owners, and would work with these property owners if a park <br />is developed on the site. <br />Frattalone pointed out that if the park is developed he would be <br />surrounded by noise from the freeway on one side and noise from <br />the park on the other. <br />Dick Thomalla <br />in his letter. <br />the City shoul <br />have good resi <br />areas. The City should <br />dential areas, good industrial areas and recreational <br />la stated that he would rather hear the noise of <br />ng than the slamming of doors on trucks and equipment. <br />Thomalla reported that he is currently coaching 12 and 13 year old <br />boys, and stated that while the numbers of older children involved <br />in the City's recreation programs have decreased, the numbers of <br />younger children have increased and these children will be advancing <br />in the program. <br />Thomalla also pointed out that with volunteer coaches there is only <br />a limited amount of time that coaches have available and the <br />availability of more fields and more flexibility will allow coaches <br />to do a better job. <br />Fahey reported that it appears that the property owners in the <br />Centerville Road area are willing to negotiate with the City. <br />Pete Costa stated that the concepts that were submitted did not appear <br />to provide any protection for the property owners on the fringes of <br />the proposal. Costa felt that buffer zones around the park should <br />be provided of 100 feet and a fence also installed around the park. <br />Costa felt that any park plan should be reviewed by the Planning <br />Commission. <br />Fahey agreed that before the Council would act on a plan, the Park <br />Commission and Planning Commission would review the plan. <br />Costa stated that he sympathized with the property owners on Centerville <br />Road who would be across from a parking lot, and noted that his <br />property on Vanderbie would abutt the proposed parking lot on the <br />other side of the park. Costa felt the concept plans submitted <br />showed poor planning. <br />Fahey again pointed out that the plans are concept plans and <br />there would be more public input into the plans if the park property <br />is purchased. <br />Biesener noted that the property is currently zoned industrial and <br />pointed out that there would be parking lots for any industrial <br />buildings developed on the property. <br />Page -8- Page 228 <br />
