MINUTES PLANNING COMMISSION JULY 14, 1994 final result would be what the City wants to see along Rice Street. DeLonais was concerned that if the Text Amendment were approved, the City has opened the door to auto body repair shops on Rice Street. Garske felt that if the standards the City would impose can be met, the facility would look better than most of the businesses along Rice Street. Garske felt that additional thought needed to be given to those standards. Keis suggested that the matter go back to the City Planner and that he put together a list of site conditions for the Commission to review. Keis stated that he was not prepared to act on the proposal this evening. Schletty agreed that additional information was needed and that the text amendment needed to be better defined with regard to what is major auto repair and what is minor. Davison felt that once a car was in the building being repaired and the doors were shut, it did not matter whether repairs being made were major or minor. O'Connell felt that Abra was being deceptive in representing their business as minor auto repair. O'Connell stated that a body shop is a body shop and there are certain problems that come with a body shop business. Keis felt that the issue was whether or not to allow auto body repair along Rice Street, and if it is allowed, what restrictions will the City impose on this type of business. McPherson stated that Abra would like to resolve any concerns the City might have, and felt that Abra would be an enhancement to Rice Street. McPherson stated that Abra would work with the City and would be a good neighbor. Mr. Schletty recommended that the Text Amendment and Conditional Use Permit requested by Abra Auto Body and Glass be tabled until the next Planning Commission 11 Page 20
