MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />the front and north sides of the building will be <br />stucco. <br />Carson asked if the Country Drive entrance to the <br />property were safe given it is so close to the <br />intersection. <br />O'Connell reported that he has operated at this <br />location for the past ten years, and there has not been <br />an accident involving a vehicle entering or leaving his <br />property. <br />DeLonais felt that the north side of the building <br />needed to be dressed up. <br />Carson asked if a berm could be constructed along South <br />Owasso Blvd. <br />Keis felt there was not adequate room for a berm. <br />Garske pointed out that the Suburban Auto operation is <br />grandfathered in since auto body repair is not a <br />permitted use in the I -P District. If the Zoning Text <br />Amendment is approved, the City is allowing auto body <br />in the I -P District. Garske felt that this was the <br />same situation as the Abra request to allow auto body <br />in the B -3 District. <br />O'Connell felt it was not the same thing given the <br />greater concern for the Rice Street area and the fact <br />that he is trying to make improvements to an existing <br />building. O'Connell felt it was in everyone's best <br />interests to have the building improved. <br />Bob DeBace, owner of the property to the north, <br />indicated that he developed his property in conformance <br />with the standards of the I -P District. DeBace felt <br />that any new buildings or building additions should be <br />required to comply with those same standards. <br />The City Planner indicated that a building addition <br />would be subject to the requirements of the I -P <br />District. The main issues would be compliance with the <br />50% masonry requirement and compliance with outdoor <br />storage limitations. <br />The Planner pointed out that an alternative to the <br />Zoning Text Amendment would be to rezone the property <br />13 <br />Page 22 <br />
