MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />Garske asked if the proposal by Suburban Auto met the <br />conditions of the I -P Zoning District. <br />The Planner indicated that stucco on the east and north <br />sides of the building should meet the 50% masonry <br />requirement, and he would do some calculations to <br />determine whether this requirement is met. He was not <br />sure that the amount of outdoor storage met the <br />limitations of the District, but felt it would be <br />close. Also, outdoor storage would have to be fully <br />screened from both the public right -of -way and <br />residential uses. Therefore, outdoor storage would <br />need to be screened on three sides. The ordinance also <br />requires green space coverage of 25 %. The Planner <br />suggested that any CUP approval be conditioned that the <br />I -P standards are met. <br />O'Connell reported that he did not obtain a price for <br />stucco on the entire north side of the building, nor <br />for fencing the outdoor storage on three sides. <br />O'Connell indicated that he would have to obtain these <br />prices and then determine their effect on his proposal. <br />O'Connell asked if he would be allowed to phase in <br />these improvements, should the cost be too great to <br />make all the improvements right away. <br />The City Planner indicated that phasing -in the <br />improvements would be an option. However, the Planner <br />suggested that Mr. O'Connell be held to meeting the <br />standards at this time. If he determines that he <br />cannot, he can come back and discuss it with the <br />Commission. <br />DeBace asked if the 50% requirement applied to the <br />outside skin of the building, or the entire building. <br />The City Planner replied that the 50% requirement <br />applies to the entire building, excluding doors and <br />windows. <br />DeBace asked if stucco on a steel building was <br />acceptable. <br />The Planner stated that the requirement is for full <br />masonry construction or masonry veneer for 50% of the <br />building.
