MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 1994 <br />their facilities to be first - class. <br />Carson indicated that at the last meeting it was <br />indicated that the repair area could be air - conditioned <br />so that overhead doors could remain shut. <br />The Commission was informed that it was too expensive <br />to air - condition a repair area of this type. These <br />areas would be ventilated, however. During the summer <br />months it would be necessary to open some of the <br />overhead doors a maximum of 24 inches for additional <br />ventilation. <br />DeLonais reported that the Community Pride Committee <br />met this morning and discussed Rice Street and uses <br />along that street. Currently there are no minor auto <br />repair shops on Rice Street. The Committee discussed <br />aesthetics. DeLonais pointed out that once the text <br />amendment is approved to allow Abra to locate on Rice <br />Street, the City will get additional requests. <br />DeLonais noted that auto repair businesses are <br />currently located in the I -1 District. DeLonais stated <br />that the City is trying to upgrade Rice Street. <br />Knudsen felt that the Commission needed to identify the <br />specific conditions that will set the standard for auto <br />body repair in the B -2 and B -3 Zoning Districts. Then <br />additional conditions should be established for this <br />particular site. <br />Keis suggested that a nicely landscaped facility like <br />the one proposed by Abra may be preferable to another <br />fast -food restaurant. <br />Davison suggested that as long as insurance companies <br />deem a vehicle repairable, Abra would make the <br />necessary repairs. Benson replied that that was <br />correct. <br />Carson indicated that he had no problem with minor or <br />major auto body repair as long as the doors were closed <br />when those repairs are being made. Davison agreed that <br />a distinction between minor and major auto body repair <br />did not mean much. <br />Benson suggested that based on the economics of the <br />property values on Rice Street, any auto body repair <br />business wishing to locate on Rice Street will be a <br />5 <br />
