Knudsen recommended approval of a Zoning Text Amendment to define minor auto body repair as follows: "The replacement or repair of any body part, minor painting, framework, welding and glass replacement. The above stated is applied to passenger automobiles and light trucks not in excess of 7,000 pounds gross weight." subject to minor auto body repair being listed as a separate Conditional Use in the B -2 and B -3 Zoning Districts, subject to the conditions and standards as outlined on pages 106 and 107 of the Zoning Code and as referred to by the City Planner which refer to minor auto body repair, subject to the standards and conditions referred to in the City Planner's reports dated July 12, 1994 and August 5, 1994, subject to the three conditions outlined in The C. Chase Company letter dated August 2, 1994 with the word "wrecked" amended to "damaged ", the condition that no vehicle be parked on the site for longer than 18 hours rather than the "48 hours" referred to in the letter, and reference to "Rice Street" be changed to "a major thoroughfare ". Motion seconded by Carson. Motion carried 6 - 0. The Commission then reviewed the application of Abra for a Conditional Use Permit for auto body repair in the 8-3 District. Representatives of Abra reported that the site plan which was presented at the last meeting has been amended to eliminate some of the parking at the back of the site. Parking still exceeds the requirements of the ordinance. Access to the site will be via a shared driveway. Benson pointed out that Abra is proposing a 20 foot front yard setback, while the Code requires 5 feet. The larger setback allows for more landscaped area along Rice Street and provides a cushion should Rice Street ever be widened in the future. The City Planner indicated that it is his understanding that Abra will have a shared driveway agreement with Hardies. 6
