In an effort to prevent this outdoor storage area from becoming a <br />"salvage yard ", a condition shall be placed upon the approval of <br />the conditional use permit stating no unlicensed or inoperable <br />vehicles shall be stored on the premises for more than forty -eight <br />(48) hours, except in storage areas that are fully screened from <br />public view. <br />Also, all repair, assembly, disassembly and maintenance shall occur <br />within a closed building, except minor maintenance. Minor <br />maintenance shall include work such as tire replacement or <br />inflation, adding oil or wiper fluid replacement. <br />Circulation /Access. The applicant is proposing to gain access to <br />the site off of a private street, therefore, must provide the City <br />with proof of an easement agreement with the owner(s) of this <br />roadway. The proposal will not create another access point off of <br />Rice Street, therefore, should not significantly effect traffic <br />movement on Rice Street. <br />Parking. Per Section <br />required to provide 8 <br />square feet of floor <br />percent. The proposed <br />a total of twenty -nine <br />903.050 of the City Code, the applicant is <br />parking stalls, plus 1 stall for each 200 <br />space over 2,000 square feet, minus 10 <br />ABRA contain 6,848 square feet. Therefore, <br />(29) parking stalls must be provided. <br />The applicant is proposing a total of forty -eight (48) stalls, all <br />of which meet the minimum size requirements, therefore, the <br />proposal meets all City parking requirements. It should also be <br />mentioned that Section 903.050 of the City Code states that the <br />parking stalls must be marked with white or yellow paint lines not <br />less than four (4) inches wide. <br />Loading Area. The applicants are not proposing _a loading area on <br />the proposed site plan. The applicant should designate loading <br />area on the site plan, indicating were delivery trucks will deliver <br />parts and equipment related to the business. Said loading area may <br />not conflict with internal or external site circulation. <br />Trash. The trash handling area is located in the enclosed slatted <br />fence area on the east side of the proposed building, therefore, is <br />completely screened from view. <br />Lighting. The site plan does not indicate any lighting off - street, <br />parking areas. The Zoning Ordinance stipulates that any lighting <br />used to illuminate off - street parking areas must be arranged to <br />reflect light away from adjoining property, and public rights -of- <br />way. Should the applicant wish to provide lighting, a plan must be <br />submitted, subject to review and approval of the City Engineer. <br />5 <br />Page 28 <br />
