Grading and Drainage. The applicant has submitted a detailed <br />grading and drainage plan. Prior to final approval, the City <br />Engineer shall review the proposed plans, inspect the site, and <br />recommend approval. <br />Sionage. The applicant has not submitted a proposal for signing. <br />Should the applicant propose any signage in relation to the <br />business, they must meet all applicable requirements of Section <br />903.110 of the Zoning Ordinance. <br />Architectural Appearance. The architectural appearance and <br />functional plan of the building and site shall not be so dissimilar <br />to the existing buildings or area as to cause impairment in <br />property values or constitute a blighting influence within a <br />reasonable distance of the lot. <br />The applicants are proposing to construct the building of pre - <br />colored plain masonry and burnished masonry in a striped fashion <br />(Exhibit C). The Planning Commission and City Council shall <br />consider the appropriateness of the proposed construction material. <br />Noise. The applicants are proposing to be open for operation <br />Monday through Friday from 8:00 a.m. - 5:00 p.m., and Saturday for <br />estimates only from 9:00 a.m. - 12:00 p.m. Work on the cars will <br />take place entirely within the structure. ABRA has stated that <br />they utilize the latest in technology to reduce and eliminate any <br />offensive noise or odor. <br />Recommendation <br />The consideration of allowing auto body in theB -3 District is a <br />policy issue for the City. If the City approves the text amendment <br />based on the information contained herein, our office recommends <br />approval of the conditional use permit to construct an ABRA Auto <br />Body shop in the B -3 Zoning District, subject to the following <br />conditions: <br />1. The applicant enter into a shared driveway arrangement with <br />the landowner of the private street to the south to provide <br />access to Rice Street. <br />2. Should the City receive complaints of excessive noise, odor or <br />any other nuisance relating to the business, the City may <br />schedule a public hearing to consider the status of the <br />conditional use permit. <br />3. The hours of operation shall be limited to Monday through <br />Friday from 8:00 a.m. - 5:00 p.m., and Saturday for estimates <br />only from 9:00 a.m. - 12:00 p.m. <br />6 <br />Page 29 <br />
