An alternative to this text amendment would be to write a separate <br />Conditional Use Permit section specific to auto body facilities. <br />In the event that there are allowances which the City feels are <br />appropriate for other auto repair, but not auto body, this approach <br />should be followed. ABRA has provided a listing of some of the <br />operational characteristics under which it does business in other <br />communities. <br />A final option, of course, is to deny the request. We would <br />recommend that if the City were to choose this option, a list of <br />findings should be made by the Planning Commission. Examples of <br />appropriate findings might include the following: <br />• Auto body is not compatible with the other land uses <br />allowable in the B -2 or B -3 areas. <br />• Auto body operations are not compatible with the City's <br />objectives of improving the aesthetics of the Rice Street <br />corridor. <br />• Auto body operations are most compatible with the uses in <br />the City's I -1 Districts. <br />Summary <br />The Planning Commission should choose one of three options in <br />making a recommendation to the City Council. These are summarized <br />as follows: <br />1. Amend the existing Minor Auto Repair Conditional Use Permit to <br />include Auto Body Repair (Minor). Make amendments to the <br />required standards in the Conditional Use language which would <br />apply to all Minor Auto Repair. Amend the text to include a <br />definition of Auto Body Repair (Minor) which limits customers <br />to light trucks and passenger vehicles. <br />2. Amend the B -2 District text to include a separate Conditional <br />Use Permit for Auto Body Repair (Minor). Include the <br />standards applied to Minor Auto Repair, as well as any <br />additional standards which are specific to Auto Body uses. <br />Amend the text to include the above definition. <br />3.
