PLANNING REPORT <br />TO: <br />FROM: <br />DATE: <br />RE: <br />FILE NO: <br />northwest Essociated consultants, inc. <br />Little Canada Planning Commission <br />Stephen Grittman <br />30 April 1906 <br />Tima Lot Split <br />758.09 - 86.12 <br />BACKGROUND <br />Mr. Louis Tima has applied fora split of his property at 95 Australian Avenue. <br />The parcel sits between the railroad and the unconstructed Jackson Street, <br />south of new County Road C. Exhibit A shows the location of the property. <br />Earlier this spring, the City voted to vacate Jackson Street south of the Tima <br />property between Bluwood Avenue and old County Road C. <br />ANALYSIS <br />This request is complicated by the fact that Australian is substandard, being just <br />40 feet in width, and the property has no frontage on the wider Bluwood. Although <br />both lots would substantially exceed Ordinance area requirements at 13,673 square <br />feet and 16,572 square feet, public street frontage and access is potentially a <br />problem. The Subdivision Ordinance states: <br />106.020 (e) Frontage. Every lot must have the minimum frontage on a City approved <br />street other than an alley, as required in the Little Canada Zoning <br />Ordinance. <br />Neither lot would qualify under this requirement. There are a number of options <br />which the City may choose to investigate in this area. <br />1. Additional dedication and construction of Jackson Street between Australian <br />and Bluwood. <br />This would provide adequate street frontage for both new lots, as well as <br />eliminate maintenance difficulties on both Bluwood (due to cul -de -sac) <br />and Australian (lack of turn around area). However, the applicant does <br />not own all property to provide the dedication himself.
