MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 1994 <br />permit was necessary. Mrs. McCumber felt that City <br />employees should not be giving out information if they <br />do not know the rules. Employees should find out the <br />correct answer and call back. <br />McCumber reported that the Sheriff has asked that he <br />make another change in his property to try and address <br />the theft problem. McCumber reported that he is <br />currently working with the Building Inspector on this <br />issue. <br />DeLonais asked if an alarm could be installed in the <br />storage area. <br />McCumber replied that they are working on the alarm <br />system, however, it is an expensive and time - consuming <br />process. <br />Bob Jackson, 3095 Payne Avenue, reported that he has <br />lived adjacent to Arcade Electric for 15 years, but <br />noted that the business was there prior to his moving <br />in. Jackson stated that when he moved into his <br />property there was a wooden privacy fence in place <br />screening the outdoor storage. That fence was blown <br />down in 1983, and Mr. McCumber replaced it with chain - <br />link. Jackson reported that he objected at the time <br />and offered to pay the difference between the cost of <br />chain -link and wood. Jackson reported that his living <br />room and dining room face the direction of the outdoor <br />storage area. Jackson reported that as it turned out <br />the chain -link was more expensive than a wood fence and <br />Mr. McCumber preferred the chain -link for security <br />reasons. <br />Jackson reported that a CUP was required to install a <br />chain -link fence around outdoor storage adjacent to <br />residential properties. At the time the Planning <br />Commission denied the CUP, however, Ed Locke, the <br />Building Inspector, issued Mr. McCumber a building <br />permit for the fence. The City pursued the issue in <br />court, but, the City's position was compromised because <br />of the Building Inspector's issuance of the building <br />permit. <br />Jackson reported that his objection to the barbed wire <br />is due to aesthetics. Jackson felt it appeared that <br />his property bordered a junk yard. Jackson felt the <br />problem was not so much with kids climbing into the <br />3 <br />Page 6 <br />
