McCumber <br />reported that he then asked if a building permit was <br />needed, and was referred to John Palacio, the Building <br />Official. John indicated that if the work did not <br />exceed $500, no building permit was needed. McCumber <br />reported that based on this information he proceeded to <br />have the barbed wire installed. In June he received a <br />letter from the City Administrator telling him the <br />barbed wire was in violation of the ordinance. <br />McCumber stated that he felt he had a right to protect <br />his property. <br />McCumber informed the Commission that he checked with <br />other cities in the area on their regulations <br />pertaining to barbed wire. The Cities of Vadnais <br />Heights, Maplewood, and Roseville allow barbed wire. <br />Shoreview allows it by special use permit. <br />DeLonais pointed out that the issue here is that the <br />storage area is adjacent to residential property. <br />McCumber reported that his property is zoned Light <br />Industrial, and he is surrounded on three sides by <br />Residential. McCumber reported that his neighbors on <br />two sides of his property do not object to the barbed <br />wire. <br />McCumber reported that he called City Hall and asked <br />the right questions, and was told that he did not need <br />a building permit to install the barbed wire. The <br />barbed wire is facing inside the fence rather than <br />outside. <br />McCumber reported that he has had a problem with <br />children in the area climbing the fence and getting <br />into his storage area to retrieve balls. McCumber <br />indicated that he has given his neighbors his phone <br />number so that if a ball goes into the fenced -in area <br />they can call him and he will get it out. McCumber <br />stated that even without the barbed wire, the top of <br />the fence is sharp and kids could get hurt climbing it. <br />McCumber reported that he did not have a problem with <br />robberies until last year. The barbed wire is an <br />attempt to address that problem. <br />Mrs. McCumber pointed out that they were told by City <br />Hall that the barbed wire was permitted and no building <br />2 <br />Page 5 <br />
