For safety the barb -wire should be seven feet or more above the ground. I see no reason <br />that this type of fencing should not be used adjacent to residential areas. I grew up on the West Side <br />of St Paul with nne of these fences adjacent to my hark yard <br />I talked with several Deputies and Sergeants about the prospect of placing a three way stop at the <br />intersection of Keller Parkway and Lakeside Court. Everyone 1 talked to said "No," the current one <br />way stop at Lakeside is sufficient. Our records show that since 1978, we have had five traffic <br />accidents at that intersection; this is not a high rate of traffic accidents. Speeds along Keller Parkway <br />have been monitored by both patrol units and the SMART radar trailer and are not excessive. At <br />least 85% of the vehicles on Keller Parkway are doing the speed limit or slower_ I recommend that <br />the City makes no change at this intersection. <br />Page 61 <br />
