MINUTES <br />PLANNING COMMISSION <br />OCTOBER 13, 1994 <br />COMMUNITY The Commission reviewed the draft of the community <br />SURVEY survey. Garske felt that the survey should be weighed <br />heavily toward single - family property owners and <br />business owners in the community, rather than towards <br />renters. <br />10% Denny Davison volunteered to be the Planning <br />COMMITTEE Commission's representative on the 10% Committee. <br />COMP PLAN The City Planner presented the Commission with a time <br />line for completion of the Comp Plan update. The <br />Planner noted that the Rice Street area was listed as a <br />separate item on the time line. The City Council has <br />placed a 90 -day development moratorium for B -3 <br />properties abutting Rice Street in order to give the <br />City time to complete the Comp Plan review for this <br />area. <br />Davison reported that at the Council meeting last <br />evening there was discussion about a closed session to <br />discuss the Rice Street gateway project. <br />The Administrative Assistant reported that there will <br />be no closed session to discuss this matter. Rather <br />the City Council is inviting the developer in to the <br />next regular Council meeting to discuss what the status <br />of the project is, and emphasize the need for a <br />development agreement between the developer and the <br />City. <br />DeLonais pointed out that a TIF District is in place <br />along a portion of Rice Street, and any developer could <br />propose a project and make use of this District. <br />The City Planner submitted information from the <br />existing Comp Plan on policies and goals along Rice <br />Street. The Planner asked the Commission to review <br />this material and give some thought to revising it. <br />The Planner also submitted some goal statements would <br />could be applied to the Rice Street area. This will <br />help to identify what type of development the City <br />would like to see rice Street go through. <br />The Planner reported that because of the time line for <br />Rice Street, he is proposing a sort of mini -Comp Plan <br />for Rice Street. He will submit this information to <br />H <br />
