MINUTES <br />PLANNING COMMISSION <br />DECEMBER 7, 1994 <br />COMP PLAN <br />UPDATE - <br />RICE STREET <br />AREA <br />The City Planner presented the Commission with the <br />proposed Comp Plan update for the Rice Street Corridor. <br />The Commission began its review of the document. <br />DeLonais pointed out on page 2, second column, that <br />Hardware Hank and Walgreens have two separate drives, <br />and do not share a common drive as indicated. On page <br />5 DeLonais suggested that the text in the first column <br />be amended to include The Bluffs of Little Canada <br />development proposal. On page 7, second column, it was <br />the feeling of the Commission that zoning changes for <br />residential sites along Rice Street be made at the time <br />of ownership change. On page 22, again the text should <br />take into consideration The Bluffs of Little Canada <br />development. <br />Davison was concerned that there is no discussion in <br />the document about a sidewalk improvement along Rice <br />Street. <br />DeLonais stated that if the Gateway Project proceeds, <br />there should be sidewalks along Rice Street. <br />The Planner agreed, and reported that this item would <br />be addressed in more detail in the trails plan. <br />However, there is discussion about the pedestrian <br />system that would be a part of the Gateway Project in <br />this document. <br />Schletty asked about downzonings from B -3 to B -2, and <br />the need to refine the uses allowed in each of these <br />zones. <br />The Planner felt there was need for both B -2 and B -3 <br />areas along Rice Street, as well as the need to define <br />each of these districts better. <br />DeLonais reported that John Keis indicated that he <br />would call him if he had any comments on the Comp Plan. <br />DeLonais stated that he did not hear from Keis. <br />Carson asked about the push for additional low and <br />moderate income housing. <br />The Planner pointed out that the Plan makes some <br />recommendations for elimination of a significant amount <br />of the City's mobilehome development.
