MINUTES <br />PLANNING COMMISSION <br />DECEMBER 7, 1994 <br />that the City must react to. There is significant <br />pressure from the State and the region to require every <br />community to provide a certain amount of low and <br />moderate income housing. The City has multiple- family <br />housing, but it is not all affordable. Cities all over <br />must be sensitive to this issue, and ask if they <br />providing their fair share of low and moderate income <br />housing. <br />The Planner pointed out that the arguments can be made <br />that low and moderate income housing is a high tax <br />dollar user and generates more police calls than other <br />housing. While this may be true, the State may <br />legislate that the City provide its fair share of this <br />type of housing. The Planner also pointed out that the <br />Met Council may allocate regional resources based on <br />this compliance. <br />DeLonais asked if the City's senior housing facilities <br />qualified as low to moderate income. <br />The Planner stated that Garden Terrace would, but The <br />Mayfield would not. <br />Carson pointed out that the State is taking aid away <br />from cities anyway, and suggested that the City forego <br />its aid in order to do what its residents want. Carson <br />pointed out that the City is pretty much developed <br />anyway. <br />The Planner replied that compliance can be mandated. <br />He also stated that if the City diminishes its low to <br />moderate income housing supply, it must show what it <br />will do to replace this housing. <br />DeLonais asked about the Abra proposal. <br />The City Planner expected Abra to be back. The Planner <br />stated that his position has not changed. That is, the <br />Abra proposal is not allowed as proposed in the B -3 <br />District. <br />The Planner asked for the Commission's recommendation <br />on the Rice Street corridor Comp Plan proposal as <br />presented, pointing out that zoning is not a part of <br />this proposal. <br />Mr. DeLonais recommended adoption of the Rice Street <br />7 <br />Page 105 <br />
