MINUTES <br />PLANNING COMMISSION <br />DECEMBER 7, 1994 <br />REZONING & Mr. Gordie Howe, Masterpiece Homes, appeared before the <br />PRELIMINARY Commission requesting approval of the rezoning of <br />PLATT - property from R -1 to R -2 as well as preliminary plat <br />THE BLUFFS for the development of 18 to 20 lots to be developed <br />OF LITTLE with 36 to 40 individual townhome units known as The <br />CANADA Bluffs of Little Canada. Howe described the property <br />in question, and pointed out that the two existing <br />residential homes on the south side of Minnesota Street <br />would be torn down and that property made a part of the <br />project. <br />Howe reported that he has just reviewed the City <br />Engineer's report, and questioned the likelihood of <br />Minnesota Street ever being extended and connected to <br />Viking Drive as was mentioned in the report. <br />The City Planner replied that there has been a long- <br />term assumption at the City that Minnesota Street would <br />never be extended due to the topography in the area. <br />Howe pointed out the Planner's comments in his report <br />regarding sidewalk improvements. Howe stated that he <br />has not been in any townhouse developments which have <br />sidewalk improvements unless the development adjoins a <br />park or recreational area. <br />The City Planner stated that he wanted the Planning <br />Commission to consider sidewalks given the wooded area <br />which this plat is adjacent to and the possibility of <br />recreational development in this area. <br />Carson did not believe a sidewalk improvement would <br />serve a purpose in this area. <br />Howe pointed out that there is wetland /wooded area as <br />part of the plat. This land will be dedicated to the <br />townhome association for whatever use they deem <br />feasible. At the present time, there are no plans for <br />this area. <br />A resident asked the value of the townhomes Mr. Howe is <br />proposing to develop. <br />Howe replied that the individual units would be in the <br />$130,000 to $170,000 range. Howe also reported that <br />his engineer would work with the City Engineer on the <br />issues raised in his report. <br />3 <br />Page 31 <br />
