exceed 30 percent of the lot area. In contrast, the draft <br />ordinance requires that impervious surface not exceed 25 percent <br />(recommended by the Model Ordinance). It should be noted, however, <br />that flexibility from the impervious surface requirements may be <br />allowed provided certain storm water management practices are <br />exercised. <br />Special Provisions. <br />1. Residential Densities. The draft Shoreland Ordinance states <br />that residential lot sizes less than that stipulated under <br />minimum lot area requirements may be allowed via a residential <br />PUD. <br />2. Public Water Access. Unlike the City's existing Shoreland <br />Ordinance, the draft Shoreland Ordinance specifically <br />regulates controlled access to public waters. Per the draft <br />ordinance, access allowances are directly related to shore <br />length. <br />Placement, Design and Height of Structures. This section of the <br />draft Shoreland Ordinance specifies placement, design and height <br />standards within shoreland areas and basically reiterates <br />applicable provisions of the State Model Ordinance. It should be <br />noted, however, that the draft ordinance provides considerably <br />greater detail than that offered by the City's existing Shoreland <br />Ordinance. Specific items addressed by the draft ordinance which <br />are not referenced in the existing ordinance include the regulation <br />of stairways /lifts /landings and historic sites. <br />SECTION 917.040 SHORELAND ALTERATIONS <br />As in the case of the City's existing Shoreland Ordinance, the <br />attached draft ordinance extensively regulates shoreland <br />alterations (both vegetative and grading /filing). Unlike the <br />existing ordinance, however, the draft ordinance does state that a <br />grading and filling permit is necessary for the movement of various <br />amounts of material. <br />Placement and Design of Roads, Driveways, and Parking Areas. This <br />section of the draft ordinance is not included in the City's <br />existing Shoreland Ordinance. The section basically stipulates <br />that public and private roads and parking areas must be designed to <br />take advantage of natural vegetation /topography and should achieve <br />maximum screening from public waters. <br />Storm Water Management.
