Natural Obstruction. Means any rock, tree, gravel or
<br />analogous natural matter that is an obstruction and has been
<br />located within a waterbody, watercourse, or wetland by a non-
<br />human cause.
<br />* Neighborhood Center. A neighborhood center would be similar
<br />in structure and scope to a community center, but would be
<br />smaller in size and intended for the use of the residents
<br />within the immediate vicinity of the neighborhood center.
<br />Non - Conforming Structure or Use. Any structure or use which
<br />on the effective date of this Ordinance does not, even though
<br />lawfully established, conform to the applicable conditions if
<br />the structure or use was to be erected under the guidance of
<br />this Ordinance.
<br />Nursing Home (Rest Home). A building having accommodations
<br />where care is provided for two (2) or more invalids, infiz.med,
<br />aged convalescent or physically disabled persons that are not
<br />of the immediate family; but not including hospitals, clinics,
<br />sanitariums, or similar institutions.
<br />O. Obstruction ( Floodplain). Any storage of material, or
<br />equipment, any dam, wall wharf, embankment, levee, road, dike,
<br />pile, abutment, projection, excavation, channel rectification,
<br />culvert, building, wire, fence, stockpile, refuse, fill
<br />deposit, clearing of trees or vegetation, structure or matter
<br />in, along, across, or projecting, in whole or in part, into
<br />any floodplain.
<br />Off- Street Loading Space. A space accessible from the street,
<br />alley or way, in a building or on the lot, for the use of
<br />trucks while loading or unloading merchandise or materials.
<br />Such space shall be of such size as to accommodate one (1)
<br />truck of the type typically used in the particular business.
<br />Open Sales Lot. Any open land used or occupied for the
<br />purpose of buying, selling and /or renting merchandise and for
<br />the storing of same prior to sale.
<br />Ordinary High Water Level. the boundary of public waters and
<br />wetlands, and shall be an elevation delineating the highest
<br />water level which has been maintained for a sufficient period
<br />of time to leave evidence upon the landscape, commonly that
<br />point where the natural vegetation changes from predominantly
<br />aquatic to predominantly terrestrial. for watercourses, the
<br />ordinary high water level is the elevation of the top of the
<br />bank of the channel. For reservoirs and flowages, the
<br />ordinary high water level is the operating elevation of the
<br />normal summer pool.
