MINUTES <br />PLANNING COMMISSION <br />MARCH 10, 1994 <br />generate additional traffic such as a K -Mart would. <br />Peter Marshall, Barton, Ashton & Associates, a traffic <br />consulting firm representing SuperAmerica, appeared <br />before the Commission. Marshall reported that his firm <br />has looked at the traffic characteristics of the area <br />considering the SuperAmerica proposal versus the <br />present restaurant site. Marshall reported that his <br />firm has not done a in -depth analysis of the situation, <br />however. Marshall reported that during the P.M. peak <br />traffic hours an operation the nature of a SuperAmerica <br />generates business from pass -by traffic. Someone <br />living several blocks away, for example, is not likely <br />to frequent the store during peak traffic hours. <br />Marshall reported that another characteristic of the <br />SuperAmerica customer is that they will access the site <br />usually through a right turn in, and exit via right <br />turn out. 60 to 90 percent of the customers to the <br />site will be right turn in and out. Marshall pointed <br />out that on busy streets during peak traffic hours, it <br />is difficult to make left turns in and out. Therefore, <br />a customer coming from the west on Little Canada Road <br />would use the Sinclair site rather than SuperAmerica. <br />Marshall felt that the SuperAmerica proposal was laid <br />out fairly well for access and good circulation in and <br />out is being provided. Marshall again indicated that <br />the primary movement to and from the site will be right <br />turn in and out. <br />Marshall reported that it is difficult to compare the <br />amount of traffic to the SuperAmerica site versus <br />Grumpy's Restaurant primarily because Grumpy's is not <br />open during peak P.M. hours. Marshall did estimate <br />that 75 to 90 percent of the customers to the <br />SuperAmerica site will be drive -by traffic. <br />Marshall reported that it is typical that there will be <br />288 P.M. peak trips to the site on a given day, that is <br />144 trips in and 144 trips out. That is about 2.4 cars <br />per minute, which Marshall indicated was not really a <br />high volume of traffic. Marshall indicated that due to <br />the lay -out of the site, traffic circulation is <br />expected to be efficient and pumps are positioned so <br />internal traffic could flow in a circulatory pattern. <br />2 <br />
