SIDEWALK SURVEY <br />JUNE 14, 1994 <br />residential street would have no sidewalk - such improvements are <br />difficult to assess and property owners prefer the rural setting. <br />Maplewood avoids sidewalk improvements, for the most part. If a <br />street is wider to carry on- street pedestrian traffic - no <br />assessment for the wider portion of the road. This is usually on <br />a major collector street. <br />The County is putting in sidewalk along County Road C - the <br />County is paying 25% of the cost of the . sidewalk, and the City <br />75 %. There will be no assessment for this sidewalk. <br />The last sidewalks built by Maplewood were built in the mid - <br />1970's. Sidewalks bring up maintenance issues - City versus <br />property owners. Its a real hassle. The City does not have the <br />equipment to maintain, and some property owners refuse to. <br />Mendota Heights - Larry Shannessy <br />No sidewalks in this City. Trails have been through parks and <br />paid for with park bond dollars. Some streets were reconstructed <br />wider to provide on- street pedestrian area. Assessed this cost <br />at 100 %. <br />New Brighton - Bob, Engineering <br />New Brighton has a skeletal sidewalk system plan along State Aid <br />and County streets. Did some sidewalk improvements along MSA <br />streets about 4 years ago. City picked up the cost. <br />There are a few older sidewalks in residential areas, and New <br />Brighton has been removing them when they can. The City has <br />never assessed for a sidewalk, except when its been a County <br />project and the County has passed on costs to the City. New <br />Brighton does not feel a property owner living on a County road <br />should be forgiven assessments - that's why they pass these costs <br />on, not because its a sidewalk improvement. <br />Roseville - Doug Strong, Public Works <br />Roseville has a master pathway plan. All County roads are <br />included on the plan. When the County reconstructs, sidewalks <br />are added. Roseville budgets $75,000 per year for sidewalk <br />improvements - they do not assess. <br />Page 50 <br />
