Hanson <br />As was mentioned at the recent Council workshop, it appears that <br />it is necessary to change animal control vendors. A number of <br />other neighboring communities are switching to Animal Control <br />Services, Inc. (ACSI) effective October 1, 1994. This group <br />includes Shoreview, Vadnais Heights, White Bear Township, and <br />North Oaks. Arden Hills already contracts with this <br />organization. Because of this situation coupled with the fact <br />that Animal Control Management (ACM) has lost their contract for <br />the impoundment facility with White Bear Township, I do not feel <br />it would be practical for them to provide service to us. <br />Furthermore, some efficiencies are gained by using the same <br />vendor as the other jurisdictions which contract with the <br />Sheriff's Department for police services in that they receive <br />many of the animal control complaints. <br />In reviewing the impacts of this change upon our budget, it may <br />have a slightly negative impact. Utilizing the services provided <br />by ACM in 1992 and 1993 as applied against ACSI's proposed rates, <br />our costs would increase between $1,000 to $2,000 per year. <br />However, ACSI states that their proactive approach to animal <br />control should minimize the impact of a number of these charges <br />thereby lessening our cost. Therefore, it could be possible that <br />our fees will be no greater than what we presently pay. 1994's <br />budgeted expenditure is $7,400. <br />It is also important to note that based on comments received from <br />Arden Hills and Ramsey County Sheriff's Department, it sounds as <br />though ACSI will provide superior animal control service. They <br />have a proactive approach which is high on the education <br />component. The Sheriff's Department has also indicated they are <br />much more responsive to calls than our present provider. The <br />only concern I have with this change -over is the additional <br />workload ACSI will be absorbing by having all of our <br />jurisdictions come on -line at the same time. We have been told <br />that appropriate staffing will exist to allow them to manage <br />these contracts. <br />Page 73 <br />
