MINUTES
PLANNING COMMISSION
OCTOBER 10, 2013
The Planner reported that over the long term the plan would be for the
redevelopment of 2962 and 2968 Rice Street. He described the long,
narrow nature of these two properties. He pointed out their PUD zoning
which accommodates a wide variety of land uses and flexible standards.
The Planner felt that the interim use as proposed would work until the site
is redeveloped. The Planner stated that he would only recommend
approval of the PUD Permit for the commercial use of the existing
buildings on 2968 Rice Street under the conditions outlined in his report.
The Planner stated that he would recommend waiving the curbing
requirement, however, as long as there was a storm water management
plan for the property.
Dirk Bordsen appeared before the Commission and reported that he has
owned the property at 2962 Rice Street for several years. He has watched
the activity at 2968 Rice Street for a number of years, and pointed out that
there have been problems with vagrants using these buildings. He noted
that both sites are long and narrow, each having only 70 feet of frontage
on Rice Street. Bordsen stated that he would like to purchase 2968 Rice
Street and felt that eventually the two sites will redevelop. He indicated,
however, that he cannot afford to proceed with the purchase unless he is
able to use 2968 Rice Street on an interim basis.
Bordsen described his proposed site plan as well as the various
improvements he intends to make to the existing buildings. He noted that
from the street, one will only see the two existing houses on 2962 and
2968 Rice Street. Bordsen noted that PreWire is currently renting the
back portion of 2962 Rice Street for employee parking. This parking is
occurring on gravel surface, and Bordsen stated that he would like to
retain the gravel surfacing.
With regard to 2968 Rice Street, Bordsen indicated that he will bring
sewer and water service to the back building and will install a bathroom in
that building. He noted that the entire back area will be secured with
fencing and a gate. Bordsen felt he has done a good job with 2962 Rice
Street, and indicated that he will take care of 2968 Rice Street. He stated
that it was his opinion that both properties should be under one ownership
in order to a redevelopment project to occur in the future.
Duray asked about the planned upgrades to the buildings at 2968 Rice
Street. Bordsen described this improvements, which include reroofing and
painting, where necessary. Exterior improvements will be made to the
two large garage /storage buildings, bathroom installation, and installation
of a sprinkler system if that is necessary. Fencing, gates, and lighting will
also be added. Bordsen estimated improvement costs will range from
$60,000 to $80,000. With regard to the paving that the City Planner is
-2-
