MINUTES <br />CITY COUNCIL <br />OCTOBER 16, 2013 <br />One property owner asked what will be replaced in some of the areas <br />between the sidewalk and the street. The City Engineer replied that some <br />areas will have colored concrete, and others a sodded boulevard. This <br />property owner asked about a pedestrian crossing at the Spooner Park <br />entrance. The City Engineer indicated that there would be a pedestrian <br />crossing to the park at the McMenemy intersection. The pedestrian <br />crossing from the Church parking lot to the Church will also be replaced. <br />The City Administrator reported that the City has received an objection to <br />the assessment from Gerten & Van Valkenburg, 303 Little Canada Road. <br />He noted that the objection is to the amount of the assessment since they <br />already have sidewalk along with curb and gutter on the portions of their <br />property abutting Little Canada Road. The City Council acknowledged <br />receipt of the objection. <br />There were no other objections to the assessment. <br />There were no further comments from the general public present. <br />Upon motion by Montour, seconded by Boss, the public hearing was <br />closed. <br />With regard to the objection, the City Engineer noted that the assessment <br />for 303 Little Canada Road in the amount of $7,630.29 includes the cost <br />of both sidewalks and curb and gutter. He indicated that the costs of these <br />portions of the improvement are spread throughout the project, regardless <br />of whether those improvements are existing or are new to any particular <br />property being assessed. The City Engineer reported that taking out the <br />cost for the sidewalk portion of the improvement, the adjusted commercial <br />rate would be $37.88 per front foot. This would reduce the amount of the <br />assessment against 303 Little Canada Road to $5,009.63. The Engineer <br />pointed out that curb and gutter exists along this property, but new <br />pedestrian ramp are being installed adjacent to 303 Little Canada Road to <br />meet ADA requirements. Therefore, he did not recommend elimination of <br />that portion of the assessment related to curb and gutter. <br />Montour asked about the existing sidewalk adjacent to 303 Little Canada <br />Road. The City Engineer indicated that it was put in as part of the Little <br />Canada bridge project, and City staff could not find that 303 Little Canada <br />Road was ever assessed for that improvement. <br />The City Administrator felt that given the unique nature of the project, that <br />it was appropriate to provide a credit for the sidewalk for 303 Little <br />8 <br />
